Title: The role of university classification on developing standards in education

Abstract: The research aims to demonstrate a possible approach to development of standards. This approach is derived from the earlier university-classification project. The Commission of Higher Education (CHE), formerly known as the Ministry of University Affairs in Thailand, sponsored this project during 2005–2006. This project was part of CHE|s quality assurance and public accountability efforts. The results were developed to uniquely fit universities| profiles (i.e., teaching-leaning or teaching-neutral, and research-leaning or research-neutral). For this research, the term baseline is a prerequisite for a standard. In order to further transform these baselines into the standards for educational management, several issues will have to be addressed. They include acceptability, practicality, usefulness and success predictability. Finally, the research|s limitations are recognised and discussed.
