The role of university classification on developing standards in education

Abstract: The research aims to demonstrate a possible approach to development of standards. This approach is derived from the earlier university-classification project. The Commission of Higher Education (CHE), formerly known as the Ministry of University Affairs in Thailand, sponsored this project during 2005–2006. This project was part of CHE's quality assurance and public accountability efforts. The results were developed to uniquely fit universities' profiles (i.e., teaching-leaning or teaching-neutral, and research-leaning or research-neutral). For this research, the term baseline is a prerequisite for a standard. In order to further transform these baselines into the standards for educational management, several issues will have to be addressed. They include acceptability, practicality, usefulness and success predictability. Finally, the research's limitations are recognised and discussed.
