Special Issue on: “Technology Policy vs. Industrial Policy: a Comparison of Overlapping and Competing Approaches to R&D”

Industrial policy has been regarded as a potent tool for R&D policy, yet its 'visible hand' traits have been gradually understood as sources for distortion in the economy and society. With intensified requirements for knowledge economy, societies and governments tended to opt for technology policy for their policy tools for R&D. The seemingly separate concepts, in fact, share much of the same foundation.

Subject Coverage
Taking the above context as a backdrop, this special issue intends to cover several sub-areas of the theme:

• Firstly, it aims to cover national strategies or international comparison of industrial and technology policy to draw reasonable implications for different constituencies of policies
• Secondly, it will compare the efficacy and limitations of the two approaches to R&D
• Finally, a theoretical discussion on industrial policy and technology policy can also be presented, while all the three sub-areas are better suited with empirical cases and approaches

It is expected that, with the special issue, a forum for discussing the salience of the theme can be augmented, which will lead to the application of ideas and research findings in the public and business policy fields.

Submitted papers should not have been previously published nor be currently under consideration for publication elsewhere
