    Abstract: With rapid technological advancement, exploring new perceptions of technology’s efficiency is essential. This paper identifies crucial factors and requirements for a cloud-based virtual learning environment (CBVLE) model tailored to Saudi Arabia’s (SA) unique educational landscape. Emphasising the necessity of requirement elicitation, this study underscores the efficiency and sustainability of such a model. Through three Delphi rounds, the method highlighted experts’ perceptions in verifying the main requirements for a CBVLE model specific to higher educational institutions (HEIs) in SA. The results encompass factors: quality, legal, educational, operational and services, and cultural influences, each with various subfactors. Cultural influences, deeply entrenched in Saudi society, significantly impact educational practices and preferences. The findings highlight the imperative for cloud providers, policymakers, and educational institutions to acknowledge and accommodate these unique cultural, legal, and educational factors when designing and implementing CBVLE platforms.
