National policies could influence the development of lifelong learning and decide the key points of building learning society. By means of Keller's Attention, Relevance, Confidence, Satisfaction (ARCS) model, this paper proposed lifelong learning motivation strategies, and finally analyses Shanghai Lifelong Learning Network as the practice case.
