Abstract: Human resources managers can improve their own performances and ultimately the organisation's performance by having a comprehensive understanding of human resources competencies (HRC) and using them in practice. The goal of this article is to provide a conceptual model for HRC. To do this, the effective factors in HRC were first identified after reviewing the literature. Then, 141 questionnaires were distributed among the experts of Saipa Group of Companies and were returned thereafter. Moreover, to identify the relations between the model elements, necessary tests were made using SPSS and LISREL software packages through factor analysis techniques and structural equation modelling and the proposed model was then extracted. According to the results obtained from this research model, it was identified that HRC depends, by order of priority, on IT, business knowledge, strategic management, management of talent, quality of work-family life and employee relations.
