Title: Electronic government return assessment by measuring information system usage

Abstract: This study attempted to assess the impact of electronic government on back office functions. Information system usage and a multi-level framework are proposed as a measure for back office functions. The study is applied to the Kuwaiti e-government project. The study|s findings indicate no significant impact on the back office. However, using the framework and information system usage measure has provided a multi-dimensional picture of the status of the e-government project. Management and research implications of the study|s findings are presented.
