Abstract: Finland has experience of trade and technology transfer both between East and West and between North and South, which gives her a unique perspective. This paper looks at the world scene from the viewpoint of a neutral country, examining transfers between the USA, Japan, western Europe, eastern Europe and the developing countries. The role of international organizations is highlighted, as is the importance of the CSCE process (Conference on Security and Cooperation in Europe).
