Abstract: The organization and costing of research is surveyed worldwide. Comparison with other systems reveals that traditional practices in the UK have been effective. Universities are well integrated with industry. Recent government decisions, however, have changed the basic system to one which concentrates resources by departmental classification; the structure is in turmoil.
