Abstract: Over the last three years or so, the semantic web community has been developing tools to build Tim Berners-Lee|s vision of the semantic web. The idea of automatically encoding semantic information in documents has been one of the widely explored lines of research. At present, several tools are available to perform semi-automatic annotation of documents. However, we argue that it might be enough to annotate documents with semantics, which in many cases is an individual|s view of the world. An extra layer is then needed to describe the user|s intentions when annotating documents.

Keywords: semantic web layers; document annotation; semantics; user intentions.
