Cooperative technological development and business generation among start-ups and medium and large companies. Case study: Nexos Program (Brazil)

Abstract: Open innovation is a category in which external partners are sought to enable technological development and the execution of research and development (R&D) projects. This study aimed to investigate the public policies and the relationships between companies of different sizes, focusing on innovative small businesses and by studying the case of Nexos Program, which is an initiative by SEBRAE and ANPROTEC addressed in order to identify substantive elements that create synergies and increase the innovative potential of the market. Successful cases such as Nexos Program must occur on a higher scale, both to insert start-ups into the innovation market by pairing them with larger companies and adding them into their value chain; as well as to increase the number of companies benefitted by tax incentives supporting innovation. It is a meritorious tool for the Brazilian innovation system to foster business generation between companies to work in a cooperative manner and to position innovative small businesses as strategic partners in the pursuit of R&D activities.
