IJTIS proposes and fosters discussion on the transition role of innovation systems for the community, with emphasis on the implications that policy choices have on both the welfare of humans through the technology, and on the catch-up process in transition countries. This perspective acknowledges the complexity of the innovation system as an interface between technology and socio-economic processes operating in parallel over different space-time scales, as well as the reflexive characteristic of human systems. The concept of a 'systems of innovation' is providing a new approach to the growth of the countries, competitiveness of nations and future role of innovation and interaction between universities, government and enterprises through the 'Triple Helix' system, a systems approach for countries in transition on their road to a market economy. IJTIS provides refereed sources for investors and inventors on the institutional policies and procedures in emerging economies, partners laying the foundation for the management of their scientific and intellectual assets in a professional manner. Objectives
The objective of IJTIS is to establish an effective channel of communication between policy makers, government agencies, academic and research institutions and persons concerned with the complex role of innovation in society. It also aims to promote and coordinate developments in the field of technological and knowledge resources. IJTIS aims to promote new thinking on how transition and institutional change can be analysed and how their impact on economic performance can be evaluated. Its international dimension is emphasised in order to overcome cultural and national barriers and to meet the needs of accelerating technological and knowledge exchange and changes in the global economy. IJTIS provides a vehicle to help professionals, academics, researchers and policy makers working in the field of transitions and innovation systems to disseminate information and to learn from each other's work. Contents

Submitted papers should not have been previously published nor be currently
under consideration for publication elsewhere. (N.B. Conference papers may only be submitted if the paper has been completely re-written and the author has cleared any necessary permissions with the copyright owner if it has been previously copyrighted).
