Estimating educational effects in waste management services

Abstract: Recently, the user charge policy for household waste is widely introduced in Japan. The user charge can achieve the reduction of waste disposal through the two paths; one is the price mechanisms and the other is an educational effect. In this paper, we have evaluated the emission reduction effects of the each path by using the demand function of a household for waste management service which is estimated by an econometrics method. The result of our analysis, we have found that the educational effect diminishes within three years.
