Technology transfer to Soviet forest industries

Abstract: Although the Soviet Union is a major forest industry power, it has not been able to develop a sufficient domestic technology base for the industry. Western suppliers have accounted for nearly 30% of investments in the forest industries, which is high compared to most other sectors. Finland has long been the leading supplier of this technology. Diminishing oil revenues economic strategy (perestroika) encourages more sophisticated forms of technology transfer such as joint production of paper machines and joint ventures.
