Abstract: The idea of generating quantum electromechanical infrastructures of actuators and sensors in nonequilibrium physical media of intellectual materials is developed on the basis of hybrid quantum technologies. Applications of hybrid quantum technologies for the generation of quantum nanoelectromechanical systems (NEMS) is considered. It is proving that bi-electronics mechanism of the quantum NEMS evolution describes its action as a super-fast sensor and a super-strong actuator on the supra-atomic level of the intellectual material. It is shown that the infrastructure of electromechanical sensors and actuators forms a self-organised cybernetic matrix that penetrates the intellectual material from the supra-atomic level through nano-, micro- and meso levels to a macroscopic scale.
