Abstract: Tourism is a productive activity with great potential to promote economic development, but it must be implemented sustainably so as not to generate negative economic, social and environmental impacts. The concept of governance is being increasingly used in the planning and management of tourist destinations in order to achieve sustainability. It is, though, a complex, varied concept, since many conflicting interests converge and, until now, there has been no model which allows us to determine how governance can be applied as a management tool in tourist destinations. This paper focuses on the design of an appropriate methodological instrument that will facilitate the implementation of the concept of governance as a tool for the sustainable management of tourist destinations, based on the establishment of strategies to solve possible problems in its application.
