Abstract: The constant changes and daily demands of organisations lead to a need to respond to the dynamics of the external environment. In public sector organisations, political and governmental changes mean that this response is still more complex and dynamic due to the rapid change in political cycles and in the first instance dependent on the resources and skills it holds to respond to the various changes. The theme of dynamic capabilities (DCs), although it has recently demonstrated a growing interest on the part of the academy, in the scope of the public sector its applicability is still incipient. Thus, this study aims to identify, through a systematic review of the literature, the CDS in the context of public sector organisations and contribute to a broader and more systematic knowledge in this field. A survey was conducted in the Web of Science (WoS) and Scopus, and 82 documents were obtained dated between 1997 and 2018. The results point to three large dimensions around the CD in the public sector, which are: 1) innovation and entrepreneurship; 2) intellectual capital and knowledge and learning management; 3) supply chain and information technology.
