Abstract: Drinking Water Regional Company (Perusahaan Daerah Air Minum or PDAM) is owned and controlled by local governments. PDAM faces a number of problems in Indonesia, including the West Java Province. Two major problems exist, which are internal technical and external strategic concerns. These are challenges faced by PDAM in the improvement of service coverage and its business development. Results showed that the management of PDAM still faces many strategic internal and external challenges associated with environmental aspects inside and outside the organisation.
