Abstract: Entrepreneurship is very important for a small open economy such as Albania, in which micro businesses represent 95% of enterprises. This paper aims to give an overview of entrepreneurship development and entrepreneurial learning in Albania. Entrepreneurs, especially the start-ups, face significant difficulties in Albania's institutional and financing environment. Even though considerable progress has been done in the last five years for improving business climate, still government's programs focusing on start-ups are very limited or absent. Albania is one of the most promising developing countries in terms of entrepreneurship and start-ups in Southeast Europe, but it also reflects several deficiencies in entrepreneurial learning both in formal and non-formal education system, in business skills% development, as well as in access to finance.

Keywords: entrepreneurship; entrepreneurial learning; business environment; access to finance; Albania; start-ups; business skills; education systems.
