Abstract: Given the apparent difficulties of making policy-relevant decisions in the context of the sustainable development of coastal zones, a tri-phasic framework is proposed, whose aim is to formalise the ICZM (integrated coastal zone management) decision-making process. This formalisation is meant to promote shared responsibility, accountability and transparency, hence the justifiability of actions. The decision support framework is called SSS (pronounced |triple SSS|) and integrates social research methods, scenario development, spatial impact simulation and the comparison of strategic alternatives.

Keywords: strategic planning; ICZM; spatial modelling; impact simulation; GIS; multicriteria analysis; decision making; coastal zone management; decision support systems; DSS; geographic information systems; environmental management; sustainable development.
