Abstract: Hajj is the Muslims' largest annual pilgrimage in the world. About two million pilgrims from nearly 200 countries gather every year in Makkah in Saudi Arabia, to perform Hajj. While, both Saudi and non-Saudi resident Muslims in Saudi Arabia get their Hajj permits from Saudi Jawazat (general directorate of passports). There is no online system for residents to apply for Hajj permit. The Jawazat faces many difficulties to manage the crowding agents during the Hajj registration period. To overcome these difficulties, this paper proposes an Electronic Hajj Permit Issuance System to automate the process of issuing Hajj permits for applicants residing in the Kingdom of Saudi Arabia. This system will provide electronic services for all the procedures involved in the Hajj application process like registration, required documents submission, follow-up and issuance of Hajj permit. It allows the applicants to manage Hajj application procedures easily 'at anytime and anywhere'.
