Abstract: Traffic congestion increases the time that tourists spend waiting on a bus. At a tourist site, the congestion is often caused by the crowds of tourists and shuttle buses. In this paper, a model for disembarking tourists on a congested road so that they can go to a tourist site on foot is proposed and verified. Waiting time of tourists is shortened by carrying out this model. Sightseeing time that is fully securable can raise a tourist's satisfaction and increase regular customers. And the results verify quantitatively the effectiveness of the model for times when the parking capacity is exceeded and the bus parking lot next to the tourist site is overcrowded.
