Abstract: This paper reviews the factors undermining a stabilization in vehicular emissions of CO2 in line with commitments made at the Rio Conference, 1992. Despite effective technologies to reduce such emissions, resistance to more fuel-efficient cars from manufacturers and consumers combined with increased usage means that no progress has been made as yet.
