Abstract: This research examines nation-wide as well as region-wide e-government environment that enabling e-government. First, this study objectively presents the hierarchical structure of variables that define a country|s e-government environment. Second, a global comparative analysis is conducted using a panel of 133 countries and 8 regions. Cross Reference Analysis shows a significant variety of e-government levels, and accordingly, four classes of e-government are identified. Third, correlation analysis is conducted to analyse the relations among official online presences, ICT indicators, and critical human capital capacities. Fourth, relations between the e-government environment and its usages are analysed on a panel of 21 countries.
