Title: Strategy to accelerate digital switchover in urban areas in Indonesia

Abstract: Ministry of Communication and Informatics Indonesia has planned to terminate analogue television service by 2018 and fully implement Digital Terrestrial Television (DTT) technology thereafter. This migration will free up a large amount of radio frequency spectrum currently occupied by analogue television in UHF band (470-806 MHz). This released spectrum called digital dividend is highly valuable so it has to be used optimally to generate maximum benefits for society, business stakeholders and government. However, there are some resistances from existing broadcasters to do such migration because of several reasons such as additional costs during simulcast period, additional multiplex investments and uncertainty about digital television viewer number. Thus, this paper aims to propose a possible strategy for policy maker in Indonesia to overcome these resistances and accelerate the switchover process then measure the feasibility of such strategy from techno-economics point of view.
