Abstract: Consider an incident management system (IMS), in which emergency vehicles are dispatched to mitigate the adverse consequences of these incidents. Since the initial investment, maintenance cost and operating cost is substantial, there is a need for allocating response vehicles wisely among depots. Assuming that the stochastic distribution of incidents over a network is known, we need to assign an appropriate number of service vehicles to each depot to meet the service requirements of potential incidents. Let us consider two possible criteria: 1) minimise the total incident response time; 2) minimise the initial investment. To satisfy both criteria, the problem is formulated into a multi-criteria stochastic programming model. We formulate such a computationally demanding model and provide sample solutions.
