Title: Development of mobile learning in Kazakhstani higher education

Abstract: In the modern Kazakhstan society, the main development trend of information technology is a widely using of mobile communication systems. Despite of the fact that the level of general literacy rate in the country is one of the highest in the world, but level of information literacy in Kazakhstan is still low. This entails a problem in the development of Information and Communication Technology (ICT) and the dissemination of information. The government is taking the systematic measures to improve this situation. The educational institutions play important role in the development of the field. Today, there are still many problems with using the entire spectrum of information technology, especially mobile one, in universities. We attempt to analyse the existing situation on the implementation of mobile learning in the educational process. We will try to identify the conditions and recommendations for a more intense and widespread dissemination of mobile learning in Kazakhstani higher education.
