Abstract: The study illustrates critical success factors, when planning and developing their Information and Communication Technology (ICT) projects, for State Railway of Thailand (SRT). These projects aim to raise SRT quality and service standards in conjunction of the $5.8 billion infrastructure investment and locomotive procurement scheme. This study examined 13 previous ICT projects completed by other public agencies. Interviews took place by adapting the Program Assessment Rating Tool (PART) from the USA for evaluation. The findings point to a need to establish annual measures and performance goals after project completion, as well as its desirable impacts at an organisational level.
