Abstract: This paper begins with the paradigm for the current learning system in the world, a paradigm probably unsuited for learning in the future. Then, it suggests an alternate paradigm, distance tutorial learning with computers. Learning for everyone everywhere is individualised; student paces differ. We outline a method for producing computer-based highly interactive tutorial units. After an extensive experiment, full development follows, producing the new tutorial units for everyone from birth to old age, used everywhere by both the rich and poor.

Keywords: distance learning; tutorial learning; learning for everyone; mastery learning.
