Abstract: An exploratory research programme was undertaken to identify opportunities to streamline the construction permitting and code enforcement processes. The service role performed by government entities at various levels and opportunities for enhancement are considered. Data collection was primarily done through structured interviews. Several conclusions were drawn concerning the potential of the institutionalisation of information technology. It was also found that established permitting processes did not take into account the need for legitimate waivers and shortcuts in the process.
