Abstract: The effectiveness of research and development depends on a unique interaction of several variables such as individual abilites, schedules, motivation, and work environment. There is a considerable delay before the outcomes of these factors can be assessed. Therefore, an accurate measurement or proper evaluation of R&D output requires several years of close observations. Furthermore, R&D outputs in multidisciplinary research institutes come in diverse forms, e.g. papers, patents, profits, and royalties. Thus, performance evaluation or management is extremely complex. In view of these difficulties and the elusiveness of R&D productivity evaluation, this paper presents a cogent evaluation standard and a fuzzy control chart model which enables efficient management of R&D productivity.
