Abstract: The changing pattern and intricate correlation between water supply and demand, social development, and ecological conditions over the past decade were presented. To gauge environmental impacts from implementation of new water resources development plan, a Strategic Environmental Assessment (SEA) was carried out. The residential, agricultural, and industrial water demand in 2010 at different utilisation ratios was predicted. The effective application of SEI in water resources development and regional sustainable development were emphasised. It is imperative to incorporate SEA techniques into integrated river basin water resources management and policy implementation, which will help optimise resource allocation, protect and improve ecological conditions, and ameliorate water scarcity.
