Abstract: Careful planning is essential in determining the most efficient strategy for moving from today|s dedicated networks to future integrated services digital networks (ISDNs). A new tool, known as cost assignment to telecommunications services (CATS) has recently been developed to help planners to compare alternative scenarios. In particular, CATS enables the planner to determine whether the circuit or packet mode is the more cost-effective for a specific service.
