Abstract: The importation of patented and licensed technology into Brazil is subject to legal and political control. This paper reviews the development of technology transfer and licensing controls in Brazil, and shows how that development has arisen from the country|s changing industrial structure. In particular, the paper examines the development of the alcohol programme, and of computers and software. Some statistics are presented on the importation of technology and licences.

Keywords: technology transfer; licensing; industrial property rights; Brazil; know-how; patents; trade marks; royalties; developing countries; foreign debt; alcohol programme; computers; software.
