Abstract: People have the right to receive information. But that right will be only symbolic unless it goes hand-in-hand with the right to produce and disseminate information. Television broadcasting via Earth satellites will lead to the establishment of a global system of communications. Such a global system will help to establish a comprehensive system of international peace and security. This paper considers some of the international legal aspects of such developments.
