Abstract: This paper presents a fundamental theoretical model and realises new factor operationalisations for the model in order to explore the effects of three explanatory variables – technological readiness, institutional readiness and fiscal readiness – on the extent of online government services availability across countries. Significant effects are found in a path model with direct effects of t-readiness and i-readiness on e-government, and indirect effects of f-readiness on e-government mediated through t-readiness. Results are discussed, practical implications are drawn and future research directions are offered.

Keywords: e-government; e-readiness; measures; information technology; institutional theory; gross national income; electronic government; technological readiness; institutional readiness; fiscal readiness; online government services.
