Abstract: The aggravation of global environmental problems requires appropriate environmental regulation at the global level according to the scale of the main environmental problems. The contemporary institutional system of environmental governance is not politically formed and is lagging behind the needs of globalisation. It does not allow the efficient use of its results, neither does it allow one to fight the negative consequences. The new conditions to accelerate this process arose during the recent years. The emergency to solve the environmental problems may really unite nations. In this context environment might become one of the main spheres to focus on global cooperation and governance.
