Abstract: Among the objectives of the Air Act of 30 December 1996, a ||planning|| section - comprising three documents Regional Air Quality Plan (PRQA), Air Protection Plan (PPA) and Urban Transport Plan (PDU) - was designed as a general measure to improve air quality. The aim of this paper is to see how, in the Nord-Pas de Calais region, the different local authorities concerned by these procedures are applying this measure and to look at any problems encountered in drafting and linking up the documents. Observation of work on PPA and PDU procedures in Lille and Valenciennes reveals linking problems, which arise to the detriment of air quality treatment. The variety of institutions involved, together with differences in systems of organisation and the strategies of the players, help to explain the problems experienced.
