Abstract: There are significant numbers of water and environment related issues and projects that have been or are being studied, planned, designed or constructed. Scientists and engineers have long been engaged in research, design and project implementation. Needless to say, they have considered a broad spectrum of issues in deriving solutions for these projects. These solutions usually involve topics ranging from technical, economic, environmental, legal, social and political considerations to legislations and finance. This commentary addresses an important aspect of the solutions and processes just mentioned. The author focuses on the topic of perception and awareness by the general public and legislation bodies. This has to do with setting up priorities and their willingness for both short and long term commitment and investment of public financial resources.
