Abstract: This paper describes Singapore|s dynamic historical evolution along the technology ladder, starting from knowledge acquisition to knowledge diffusion, and more recently to attempts at knowledge creation. This is set within the global framework of rapid technological change driven by the information and communication technologies, increasing globalisation, and economic liberalisation. The paper further discusses the challenges to science and technology policy thrown up by the intersection of global trends and the nation|s attempt to ascend the knowledge ladder.
