Abstract: Herein technology assessment and evaluation are discussed from a methodological point of view. After sketching the historical development in which philosophical critics of science and technology were replaced with modern technology assessment using analytical techniques, this paper characterises technology assessment as a self-reform of technology in a dialogue mode, and discusses the difficulties of the self-reform process and the possibility of their resolution. The role of citizens to be played in the assessment dialogue is discussed.
