Abstract: The development of new-technology based industries, such as biotechnology, has become crucial to the future of European employment creation and competitiveness, particularly if the current high standard of living is to be maintained, let alone expanded. The purpose of this paper is to assess the state of biotechnology in Europe and then draw upon the experience from the US for policy insights that might be pursued to foster further development.
