Abstract: Efficient resource allocation is critical in water treatment systems to ensure reliable operation and manage anomalies. This study proposes a flow allocation algorithm based on hierarchical control Petri nets. Through dynamic rate adjustment and integration of boundary constraints and priority strategies, it achieves resource optimization. A hierarchical control mechanism is also established for resource scheduling in hybrid systems.Using a dynamic water supply system as an example, experiments validate the algorithm's applicability in scenarios like liquid level overflow and insufficient flow. Results show that the system restores liquid levels effectively while ensuring high-priority resource needs, providing a comprehensive solution for resource management and anomaly handling in water treatment systems.
