Abstract: This study examines trade effects of non-tariff measures (NTM) embedded with sustainable development goals (SDG) on fishery and aquaculture imports to the European Union. The study employed the network analysis to depict the complex interlinkage of NTM - SDG-HScode and the structural gravity model with the PPML estimation to quantify trade effects of the linkage. The findings show SDG3 'no hunger', SDG14 'life below water' and SDG15 'life on land' represent the highest priority policy areas, which are strongly integrated into NTM imposed on fishery and aquaculture products. NTM embedded with SDG predominantly create trade-restricting effects while these ordinary measures bring the positive impacts. Regarding types of NTM, technical barriers to trade (TBT) are the most influential nodes in achieving multiple SDGs. Attaining the equilibrium between trade-off and synergies in the adoption of NTM-SDG require well-designed policy, the inter-government coordinated efforts and cooperation.
