Abstract: In the present paper, the question of the nature of IT-security regulation and its future will be addressed. In order to establish a starting point for regulatory approaches in the field of security of ICTs, the paper introduces and defines the term IT-security regulation. The aim of the new regulatory-oriented terminology is to make the difference between regulatory-oriented and technical-oriented approaches, explicit. Besides, the relationship between regulation and standardisation will also be examined and the argument will be put forward that regulation must be kept separate from standardisation and other more direct technical requirements.

Keywords: regulation; information technology; communications; ICT; information security; IT security; information systems.
