Abstract: Low-carbon emissions protect the environment and sustain economic growth. Green growth and economic improvement data are tailored to on-demand economic development. This article introduces a carbon-control provisional adaptable implication method (PAIM). The method improves economics, green solution replacement, and environmental protection by augmenting three datasets. Data interconnection is examined using transfer learning for periodic information swapping. This swapping adapts the analytical portion to different win-win modes. Transfer learning and knowledge update phases are trained using data analysis sharing and economic success from replacement. The experimental analysis includes improvement ratio, data analysis rate, transfer rate, research time, and analytical failures.

Keywords: economic development; environmental protection; green development; low-carbon emission; transfer learning.
