Title: Comparing Contrasts: Government Regulation of Business in the United States and Japan

Abstract: According to conventional wisdom, the United States and Japan could scarcely be more different. No doubt, significant cultural, economic, and political differences exist. But the reasons for government regulation of business tend not to respect national borders. When coordination, division, or defection problems inhibit private parties from transacting business, government regulations can help. If similar problems afflict economic activities in different nations, we should observe similar areas of their economies subjected to regulation and similar regulatory tools applied. From this perspective, comparing government regulation of business in the U.S. and Japan, often taken to be complete contrasts, reveals similarities.
