Abstract: Energy and environment are the upper most important global issues in the 21st century that are closely related to climate change and sustainable development. Human beings and nature suffer from the rapidly increasing climate change, causing various negative impacts on habitats. The IPCC report provided scientific proof of climate change affecting the environment seriously and rapidly. Accordingly, climate change has already been in our daily lives, and we have to tackle it seriously in order to save the earth. This paper argues that climate change is serious. It also investigates what are the measures to solve or mitigate climate change and achieve sustainable development. Furthermore, it provides the EU's approaches to meeting the target of climate neutrality by 2050 through the carbon-neutral economic system and the green deal strategy. Last, but not least, it analyses what are roles of public governance to implement the EU's policy and strategy.

Keywords: climate change; carbon-neutral economic system; green deal strategy; GDS; public governance; green and resilient recovery.
