Title: Building a sustainable public management system based on the environmental Kuznets curve

Abstract: In the current context of sustainability development in all countries of the world, the concept of public management has also changed. In order to ensure the construction of a sustainable public management system, the study starts from the environmental Kuznets curve theory. The study analyses the critical point of the highest value of pollution in a certain area and the ecological irreversibility threshold level, in order to ensure sustainable development. It combines a genetic algorithm with a multi-objective particle swarm optimisation algorithm to form the genetic algorithm with multi-objective particle swarm optimisation (GA-MOPSO) algorithm. This algorithm is used to mine and predict two key values in the environmental Kuznets curve (EKC), namely the critical point and its corresponding ecological degradation rate and the ecological irreversibility threshold. The experimental results show that the proposed algorithm achieves an average F1 score of 87.02, an average recall of 65.57% and a cumulative iteration time of 29.04 ms for 60 iterations.
