Abstract: With the aim of developing a model for assessing performance of public projects in India, an initial framework consisting of 24 evaluation criteria, grouped under eleven main performance indicators was evolved from literature and was further developed through expert opinion. These indicators were reviewed and validated through a questionnaire survey of relevant industry experts whose responses were statistically analysed and a public project performance index (PPPI) for measuring project performance was derived. The model has been tested on two cases of public infrastructure projects, to evaluate and compare their performance. The results validate the practical relevance of the proposed PPPI.
